Nion was a planned city for coordination between tribes on interstellar affairs. Only 1,000 elite residents are allowed to live in Nion at any given time, with only six permanent sections of land for council members. Each resident is granted 2.5 km sq. of land to do with as they please as long as they live in Nion.

Government: The Sinew Combine is categorized as a Theocratic Chiefdom with some kratocratic republic qualities. To elaborate, each individual Encharon belongs to one of six tribes by birth. Each tribe is ruled by a chief that obtained its powers through the divine right granted by each individual tribes' god or goddess. Each tribe has complete sovereign right over its own people and territories in which no other tribe will interfere. On an interstellar level, however, the Council of Nion decide the issues. The Council is composed of six members, one representative from each tribe who gains his or her power forcefully. Once on the Council, the members debate on interstellar concerns until a resolution is solved.

Technology Tree:
The Encharlon possess a unique strain of scientific advancement regarded as bioengimechanical technology. They will harvest a living organism and, with the introduction of bioengineering and mechanical upgrades, will use such organism as a tool, weapon, or vehicle. Infrastructure ranges from Gothic architecture to tribal settlements or even subterranean dirt abodes, depending on the inhabitants.
History:
The Encharon's evolution into society began when the males developed rationality, a trait that was unfortunately missing from the female genotype. They began to form tribes, with each tribe having its own god they worshiped. This was about the time the Encharon began using tattoos, as to distinguish each other's tribe. Tribes focused on different goals, as allocated by their god, but one tribe in particular, the Archezeel, focused primarily in advancing technology... and eugenics. The Archezeel quickly decimated most of the inferior tribes until five remained - the Archezeel, the Bercheum, the Caz'cdor, the Drillion, and the Erun.
With these five remaining, the Archezeel decided to stop their destruction and allow the four other tribes to flourish. Borders were agreed upon, and each tribe developed independently. Several hundred years passed, and each group arrived at varying stages of modernization. The Archezeel developed the quickest, bringing them into a focus on bio-engineering. In an experiment gone awry, a female Encharon was born with the genetic coding for rationality and secretly replicated the process on thousands of other females. A war broke out, the infamously dubbed XX War, and these rational females created their own tribe - the Zilu.
Out of the six tribes, the Zilu were the first to make it to the space age due to their goddess' desire for a new planet. All the other tribes followed suit in time, though the expansion of space brought up new territorial and sovereign rights. In order to solve these issues, a council was created - the Council of Nion. This council became the main source of diplomatic talks with alien species today.
The six tribes populated their solar system with each planet designated to a tribe before expanding onward, dominating entire solar systems to a tribe. The Encharlon were limited, however, as their interstellar neighborhood was scarce of stars. The Council of Nion has just agreed to allow exploration outside the immediate neighborhood, allowing the tribes to soon come in contact with the first alien space-faring species...
